Open Enrollment

This year's annual Open Enrollment Period for the 2017 Plan Year will be from Thursday, October 13, 2016 - Tuesday, November 15, 2016.  Any changes made during that period will become effective on January 1, 2017.

For those employees whose benefit premiums are processed via a payroll deduction, changes will be processed via an Interactive Voice Response (IVR) Phone System.  For those that are not familiar with the IVR, plan changes and elections are made by calling a toll-free number then making elections via touch tone or voice response.  Instructions will be included in the Open Enrollment Packets. 

For those employees who pay their benefit premiums via payment coupons, changes will be processed via a paper worksheet.  Worksheets will be in the Open Enrollment Packets, and will also be available in Human Resources. 

Changes for 2017

  • The Healthcare Flexible Spending Accounts will have a new carrier, P&A Group.
  • Long-Term Care Insurance will no longer be offered through the State Employee and Retiree Health and Welfare Benefits Program after December 31, 2016.

Wellness Activities for 2017

Employees and spouse who are enrolled are encouraged to:

First select a PCP (if you haven’t already) and then complete the online health risk assessment provided by your medical plan. It’s a good idea to take the assessment every two years to track your progress or to identify areas for improvement. Within 30-days of completing these two activities you will be able to enjoy free PCP visits for the rest of the year. Please refer to the Wellness FAQ for details on how your plan notifies you that your record has been updated.

New for 2017! If you are due for any age or gender preventive screenings listed in the chart below, and your doctor recommends it, you enjoy a $5 reduction in your specialist copays for the rest of the year by having the recommended screening(s) done. Keep in mind, the earlier in 2017 you complete the wellness activities, the sooner you enjoy free PCP copays and/or reduced specialist copays.

In the event you and/or your enrolled spouse are unable to perform any or all of the healthy activities due to medical reasons, alternative options will be available to receive the rewards. Please contact the Employee Benefits Division for details.

2017 Routine Screenings

Walk-In Open Office Hours

Human Resources will again offer Walk-In Open Office Hours for anyone needing assistance with making changes during Open Enrollment.  Individual appointments are not needed during these hours.  Please reference the top of this page for Walk-in Open Office Hours. 

Open Enrollment Packets

For those employees whose benefit premiums are processed via a payroll deduction, the Open Enrollment Packets have been delivered to the campus office.  Employees on leave will received their packets at their home address via US Mail.

For those employees who pay their benefit premiums via payment coupons, the Open Enrollment Packets will be mailed to your home address by the State of Maryland Employee Benefits Division.  We expect the arrival time to be the same.
