Deputy Chief of Staff and Director of Government and Community Relations

Robby Sheehan

Robby Sheehan has served in a variety of capacities throughout his professional career at Salisbury University. He began in 2010 as a research fellow at SU’s Institute for Public Affairs and Civic Engagement (PACE) before being nominated to serve as the Institute’s interim managing director. Following his service at PACE, he began working in the President’s Office as director of government relations in December 2011. In May 2013, Sheehan was promoted to deputy chief of staff and director of government and community relations, and in 2014, he was selected to serve on the President’s Executive Staff Committee.

Sheehan serves as Salisbury University’s chief advocate to the federal, state and local governments, and is the primary liaison between the University and the surrounding community. Sheehan was instrumental in assisting with the University’s receipt and advancement of $107 million dollars to fund the construction of the Guerrieri Academic Commons. He has worked diligently to build and strengthen positive relationships with key elected officials across the state and beyond.

Sheehan serves as chair of SU’s Town-Gown Council and is actively involved in managing University-community relationships. In 2014, Sheehan established bi-annual town hall meetings throughout the surrounding community to facilitate conversations between SU administrators and campus neighbors to improve University-community communication. Sheehan also created the bi-annual Public Works and Safety Roundtable with allied public works and law enforcement agencies, which facilitates greater communication regarding public infrastructure projects and public safety initiatives. He has also organized and hosted numerous community forums on a variety of issues including public safety, public policy and candidate debates.

Sheehan also serves on several other campus committees, including the External Relations and Neighborhood Relations Subcommittees, PACE’s Steering Committee, Strategic Planning and Budgeting Committee, President’s Advisory Team, the Safety Task Force, and the Pedestrian and Traffic Safety Work Group. Sheehan also manages the Government Relations Consortium Committee and represents Salisbury University on the University System of Maryland’s State Relations Council.

In April 2014, Sheehan was appointed to serve on the Salisbury Area Chamber of Commerce’s Board of Directors as a member of the Advocacy and Government Relations Division. Under his leadership, as co-chair of the Chamber’s Advocacy Roundtable, he has been active in increasing membership and establishing the Roundtable as a forum for members of the greater community to dialogue with elected officials on key issues. He was also selected to serve on the Chamber’s Education Network. In 2016, Sheehan was awarded the Member Volunteer of the Year Award by the Salisbury Area Chamber of Commerce and the 20 in their 20s Award by The Daily Record.

Sheehan serves on the advisory board of Big Brothers and Big Sisters of the Greater Chesapeake, the advisory board of the Epoch Dream Center, and the Leadership Council of The Uprising Church in Hebron, MD. Sheehan also served as past president of the Chesapeake College Alumni Association.

Sheehan earned an Associate of Arts, summa cum laude, in liberal arts and sciences with a concentration in music from Chesapeake College. He graduated summa cum laude from Salisbury University with a bachelor’s degree in political science and a minor in music. In 2014, Sheehan graduated summa cum laude from the University of Pennsylvania with a Master of Public Administration and a certificate in politics.

Sheehan and his wife Erin are both natives of the Eastern Shore and reside in Wicomico County.
